What is the Electricity and Gas High-risk Database

The new online Electricity and Gas High-risk Database records information on electrical work and gasfitting classified as “high-risk”. The database will be available by 1 July 2013.

Certifying gasfitters and electrical inspectors, or their delegates, must register to access the database, so that they can enter the key details of high-risk work onto the database.

The database will be publicly available to search for information about high-risk gasfitting or PEW at particular location that has been entered. Searches are free and do not require registration to access the information.

 


What is the new Electricity and Gas High-risk Database? 

The Electricity and Gas High-risk Database holds records of gas and electrical work classified as high-risk. From 1 July 2013, electrical inspectors and certifying gasfitters are responsible for entering specific details of high-risk work into the database, based on key information that is required for the Certificate of Compliance (CoC). The public will be able to freely search the database for records of high-risk work at a particular location.

Note | certificates stored on the PGDB online certification database will not be integrated into the new Electricity and Gas High-risk Database. However, the PGDB certification database will remain available for entry of gasfitting work that commenced prior to 1 July 2013 to be completed. The PGDB certification database will also remain publicly available for record searches. 

 

Why is the database being introduced?

The database provides public access to key information about where work classified as high-risk is done and by whom. It will assist Energy Safety and worker registration boards to focus resources on the areas that have the potential for the greatest improvement in safety outcomes and, in doing so, assist with auditing completed work and monitoring professional competency and safety.

What is high-risk gasfitting? 

High-risk gasfitting is:

  • Work where the means of compliance in AS/NZS 5601.1 or AS/NZS 5601.2 are not followed
  • Work outside the limitations of the means of compliance
  • Work within 20 metres of a hazardous zone
  • Work where air pressure or combustion air may be adjusted independently of the operation of the appliance
  • In a caravan or boat that has sleeping quarters or is intended for sleeping
  • Alteration or addition to existing installation.

 

What is high-risk PEW?

High-risk prescribed electrical work is all construction PEW (i.e. not maintenance or replacement) that includes any of the following:

  • Mains work
  • An extra low voltage or low voltage installation that does not, or will not, comply with Part 2 of AS/NZS 3000
  • Mains parallel generation system
  • A photovoltaic system
  • An installation that is, or will be, located in a hazardous area
  • An installation located in a mine
  • An installation that is, or is intended, for use with electrical medical devices
  • Work on animal stunning appliances or meat conditioning appliances.

What do certifying gasfitters and electrical inspectors have to do?

Certifying gasfitters and electrical inspectors, or anyone they delegate, are required to enter details of high-risk installation work onto the database, based on information contained in the Certificate of Compliance (CoC).

  • For certifying gasfitters, this must be done within 20 days of issuing of the CoC.
  • For electrical inspectors, this must be done within 20 days of issuing the RoI.

In preparation to register and access the database, it is important to check and update your contact details, including an email address, on your worker registration board profile. This will aid the process to enable information on registering and accessing the database to be sent to you.


How do certifying gasfitters and electrical inspectors register and access the database?

Certifying gasfitters and electrical inspectors will be notified directly about how to register and access the database.

Access to the database requires an igovt logon or, from 1 July 2013, a RealMe login.

For those who do not have an igovt logon/RealMe login, this can be done as part of the database registration process and the database home-page will have a link to create this logon.
For those who already have an existing igovt logon/RealMe login, you can use it to register and access the database.

Once you have an igovt logon/RealMe login and have registered to use the database, you can enter the details of anyone you wish to delegate to enter information on high-risk installation work on your behalf. Delegates will require their own igovt logon/RealMe login to access the database.

What is an igovt logon or RealMe login?

The igovt/RealMe service is one username and password that people can use to access many online government services – including the Electricity and Gas High-risk Database. This saves people having to remember multiple logons for different services.

When people use an igovt logon/RealMe login, they are not providing information about themselves to the government agency. The igovt logon/RealMe login service meets New Zealand Standards for privacy and security.

There is no cost to create an igovt logon/RealMe login.

From 1 July 2013, the igovt logon service will become part of the RealMe service and be known as RealMe. You can still use your igovt username and password, but the logging in screen may look different.


How do I get an igovt logon/RealMe login?

On the Electricity and Gas High-risk Database home page, an igovt logon/RealMe login button will be provided to enable registration with igovt or, after 1 July 2013, RealMe. 

The igovt logon/RealMe login service will ask you to choose a username and password, which becomes your igovt logon/RealMe login. You will then use this logon to access the Electricity and Gas High-Risk Database each time you visit it, as well as any other participating online government services you want to use.

If I already have an igovt logon/RealMe login can I use it to access the database? 

Yes. Once you have an igovt logon/RealMe login it can be used across a number of government organisations including to access the Electricity and Gas High-risk Database. After 1 July 2013, the igovt logon service will become part of the RealMe service and be known as RealMe. Your existing igovt username and password will stay the same – but logging in may look different.

 

How do registered users learn to use the new database?

A ‘how-to’ user guide on the Energy Safety website can be printed out or used online. In addition, Energy Safety’s call centre (0508 377 463) is available to assist with registering, access and general enquiries.

How do I access information in the database if I am not a registered user?

The database is publicly available to search for records that have been entered of high-risk work at a particular location. An igovt logon/RealMe login is not required to access this information.

To search and access records in the database involves typing the relevant address into the address search on the database homepage.

 

Will the Plumbers, Gasfitters and Drainlayers Board online gas certificate database still exist?

The PGDB’s online gas certificate database will no longer require data entry from 1 July 2013, but will remain available to gasfitters and members of the public to search for historical records. Records currently stored on the PGDB certification database will not be integrated into the new Electricity and Gas High-risk Database.

Will there still be checks to identify unsafe installations and/or poor tradesperson competence?

Yes. Energy Safety will continue to undertake safety audits. The competency of electrical workers and gasfitters to perform safe and compliant work will remain the responsibility of the Boards. The Boards will retain the authority to audit relevant electrical or gas installation work.

 

What do I need to do if I am delegated to enter details of high-risk work onto the database on behalf of a certifying gasfitter or electrical inspector?

Delegates must be authorised by a certifying gasfitter or electrical inspector to enter information onto the database on their behalf. A delegate’s details must be entered into the profile of the certified gasfitter or electrical inspector to authorise that person as their delegate.

Delegates must have their own igovt logon/RealMe login and register to access the database.

Once a delegate is registered on the database, they can then enter information on high-risk work on behalf of a certified gasfitter or electrical inspector.

Can a delegate enter information for a record they are not delegated to – i.e. change details on another record?

No. The database will not allow anyone to enter or change information for records they are not authorised to access as a delegate.

 

Can I be a delegate for more than one practitioner or business?

Yes. Some delegates may be authorised to enter information on behalf of more than one electrical inspector or certifying gasfitter. There will be an option for the delegate to “switch practitioners” on the database home-page when they login, so that the correct records are accessed and information can be entered under the appropriate authorising electrical inspector or certified gasfitter.

Certifying gasfitters and electrical inspectors will be notified when the Electricity and Gas High-risk Database is available, and details on how to register and access it.
