This information explains the roles and activities of agencies involved in the safety of electricity and gas


Working together to promote a culture of health and safety


Department of Labour – Workplace Group (DoL) is responsible for:

  • Health and safety while work is being carried out by electrical and gas workers.
  • Health and safety of other workers using electricity or gas.
  • Investigation of accidents to workers or workplaces involving electricity or gas.
  • Enforcement of the provisions of the Health and Safety in Employment Act 1992 (HSE Act).
  • Enforcement of the provisions of the Hazardous Substances and New Organisms Act 1996 (HSNO Act) in places of work.

Energy Safety (ES) a business unit of the Ministry of Economic Development (MED) is responsible for: 

Public safety of electrical and gas distribution networks.

  • Safety of completed work (including installations, appliances and fittings).
  • Investigation of accidents to other than workers or workplaces involving electricity or gas.
  • Enforcement of the provisions of the Electricity and Gas Acts.
  • Enforcement of the provisions of the HSNO Act involving gas distribution systems installations and appliances.

The Electrical Workers Registration Board (EWRB) is responsible for:

  • Registration and competency licensing of electrical workers. 
  • Competency auditing of safe working practices.
  • Disciplinary matters.


The Plumbers, Gasfitters and Drainlayers Board (PGDB) is responsible for:

  • Registration and competency licensing of gasfitters.
  • Competency auditing of safe working practices.
  • Disciplinary matters.

Reporting an accident

Under the Health and Safety in Employment Act and the Electricity and Gas Acts, accidents involving, or suspected of involving, electricity or gas that result in serious harm or damage must be reported.
