In-Service Testing - Installations

Q. What is the Status of NZS3019?

A. NZS 3019 is cited by the Electricity Regulations for in-service testing.

Q. What are the Requirements Relating to the Six Months Disconnection of the Supply?

A. The requirements of regulation 43 A apply.

Q. What is Considered a Disconnection?

A. The removal of the pole or plinth fuse to disconnect electricity from the property. It may be just for trees to be trimmed.

Q. After Six Months Disconnection of an Electrical Installation, Does a Certificate of Compliance (CoC) Need to be Sighted before Reconnection?

A. Only if prescribed electrical work has been done which requires a CoC. What must be sighted is a Certificate of Verification.

Q. Where Do I Get a Certificate of Verification?

A. There is a sample certificate in the appendix to NZS 3019 or you can create your own.

Q. What are the Competency Qualifications for Those who Carry Out Routine Inspections in Hazardous and Electro-medical Areas?

A. The competency requirements are those set within the relevant Standards

Q. Will Banks and Mortgage Companies, as a Condition of Obtaining a Mortgage, Require Electrical Inspections?

A. Guidance on inspections is contained in NZS 3019. Banks/mortgagee companies could require a Certificate of Verification, with no defects existing, as a condition of purchase.

Q. Are there any Changes Proposed for WoEF Testing for House Sales?

A. No, the existing detail from ECP11 has been transferred to NZS 3019 and called a Certificate of Verification.

Q. Are there any Proposals to Change Requirements for Inspectors Holding "I" Registration to Issue WoEFs?

A. No. WoEFs are now current for four years from month of issue.

Q. What are the Requirements for the Testing of Existing Installed RCDs?

A. NZS 3019 specifies the requirements for the functional testing of RCDs.

Q. Will there Be a Requirement for Regular Functional Testing of RCDs in Domestic Installations?

A. This is to be considered. However, publicity is being directed to the public for regular testing by using the test button.

Q. Are there any Proposals for Introducing Special Inspections for Schools?

A. A new Standard covering such inspections is proposed - probably as a joint Standard.

Q. For a Transported House, what is the CoC Requirement if Assembly was Completed Prior to January 2003 and it is Transported to Site after January 2003?

A. Certify the work as per the pre-January Regulation 39 but note Regulation 43 (3) which give a CoC, a six month life if a six month CoC is being used.

Q. How is the Variable Expiry Date for WoEFs to be Catered For?

A. The Electrical Workers Registration Board (EWRB), who provide the WoEF form and sticker, have amended these for a four year expiry date from the month of issue.
