Harmonics

Harmonic emission compliance of CFLs is assessed by compliance with AS/NZS 61000.3.2. While this Standard is based on IEC 61000.3.2 it contains a sunset provision for the second dot point (compliance option) for Clause 7.3(b).
To be recognised, testing must be carried out in a testing facility accredited by International Accreditation New Zealand (IANZ) or Association of Testing Authorities (NATA) , or a laboratory accredited under a recognised MRA.
Suppliers of CFLs should note that NZ is particularly susceptible to harmonic distortion and therefore it is strongly recommended that compliance with Clause 7.3 (b) is achieved through compliance with the first dot point (option) of that clause as the use of a CFL achieving compliance through the second (sunsetted) option may cause interference in contravention to the Electricity Regulations 1997. NZ is presently reviewing the acceptability of the second option.
Localised interference, usually within a single installation (house) is also much more likely to occur with CFLs not complaint with the first option. This could result in such CFLs being considered to be not "fit for purpose".
