This independent review will consider whether LPG cabinet heaters remain a suitable means of heating in New Zealand in light of current knowledge of economic, health, social and environmental factors.
The reviewer will be required to seek input from a wide range of stakeholders, including relevant industry, health, environmental, and research organisations. In addition, the reviewer will be required to review relevant background material.
The reviewer will be required to furnish a final report which will include recommendations and indicate the costs, benefits, and risks of any options considered. This will inform policy and regulatory work in relation to cabinet heaters.
This review focuses exclusively on cabinet heaters. Being mobile and self-contained, they are distinct from other unflued space heating appliances. When considering cabinet heaters and the controls placed on them as gas appliances, two points stand out. The first is the questionable reliability of the systems used for connection of the appliance to the cylinder, which is contained within the appliance. The second is, while there are controls in the installation standard related to both room size and provision of ventilation for appliances connected to fixed installations, they are not applied to cabinet heaters. These considerations provide the rationale for a review that is focused specifically on LPG cabinet heaters.
