The Gas and Electricity Acts, and the Health and Safety in Employment Act, each contain requirements to report certain accidents and incidents.
The Department of Labour is now the lead agency for responding to notifications of electricity and gas accidents in workplaces (since 1 January 2009). The Department’s responsibilities include accidents that occur while work is being carried out by electrical and gas workers, or that occur to other workers who are using electricity or gas while at work.
Energy Safety is the lead agency for responding to notifications of electrical and gas accidents other than to workers or in workplaces. Energy Safety’s responsibilities include public safety of electrical and gas distribution networks and the safety of completed electrical and gas work (including installations, appliances, and fittings).
Please follow the guidance below for distinguishing whether to report an accident to Energy Safety or to the Department of Labour.
Workplace Accident
If an electricity or gas accident in a workplace results in serious harm to any person (including a member of the public), or significant property damage, then the Department of Labour should be contacted as soon as possible at 0800 20 90 20.
The Department of Labour will subsequently notify Energy Safety if they have cause to believe that public safety or product safety should be further investigated.
Non-Workplace Accident
You can notify Energy Safety of non-workplace accidents by filling in our Event Notification form. If Internet access is not available, you may phone 0800 104 477 to speak to an operator.
There is also a requirement for notifiers to follow up a notification with more detailed information in both the Gas Regulations and Electricity Regulations. Both regulations also place an obligation on licensed energy workers (electricians and gasfitters) to report immediately dangerous electrical or gas installations. You can also advise us if you believe there is a direct safety issue with an electrical or gas product (especially if it is a generic problem). Online forms for this reporting are available.
