Amendments to electricity regulations - November 2011
A number of amendments to the Electricity (Safety) Regulations 2010 are effective from 10 November 2011.
The 2010 regulations, including the 2011 amendments set out the legal requirements for the safe supply and use of electricity in New Zealand.
Why change the regulations?
Rapidly evolving technologies mean that regulations must be regularly reviewed and updated to maintain their effectiveness and efficiency.
The updates to the regulations provide clarity on the technical and policy intent of the regulations, thereby helping to reduce any unnecessary compliance costs.
None of the proposed changes impose additional costs to businesses. In some cases the changes clarify requirements that might otherwise be interpreted in a manner that imposes additional costs.
The Amendment Regulations 2011
From 10 November 2011, the following changes apply:
- Updates to cite the most recent standards, including amendments.
- Additional compliance standards for new technologies or methods, including two new standards for the installation of fibre optic cable on electricity networks.
- Replacement of the code of practice for single-wire earth-return electricity distribution systems.
- Changes to the transitional arrangements, to clarify that works, installations, fittings and appliances that were legally compliant at the time of sale or installation remain compliant for their lifetime, provided they don’t become unsafe.
- Minor wording changes to some definitions and regulations, and the introduction of new definitions to ensure the meaning of the regulations is clear.
